Enforcify's approach to s241 compliance is fundamentally architectural. Rather than managing access through traditional user credentials and portal logins, we have designed the system to eliminate user-level access entirely — all MVR access flows exclusively through our API integration with InfoAgent. The Enforcement Workflow: No Manual Search
Staff cannot perform MVR searches. Instead, the system operates as follows:
- 1. Violation Detected & Created — Parking violation is created in the system with anonymous enforcement details only (vehicle plate, location, date/time, parking evidence). No owner information is known or available at this stage.
- 2. Anonymous Review for Accuracy — Staff member reviews the anonymous violation details for accuracy and approves or declines. The reviewer has no knowledge of who the vehicle belongs to — their role is purely to verify the enforcement evidence is correct.
- 3. System Automatically Triggers API — Only upon approval does the system automatically call the InfoAgent API at the platform backend level. Staff never manually search or see the search interface—it is a fully automated, backend process invisible to users. The lookup is immediate and automatic.
- 4. Owner Details Merged & Sent — Vehicle owner details returned by InfoAgent are merged with the violation, and the notice is automatically generated and sent to the mailhouse for printing and posting
- 5. Complete Audit Trail Created — Every approved violation = exactly 1 InfoAgent API call = 1 auditable enquiry record, capturing what was searched, when, by whom, and why (linked parking violation)
Key Compliance Implication: Staff discretion over "when to search" is structurally eliminated. There is no MVR portal, no manual lookup capability, and no ability to search a plate for curiosity or non-enforcement purposes. All lookups are initiated by the system in direct response to a violation approval—legitimate purpose is guaranteed by design.
